    Unorganized Territories

    Per ARS 15-825, a school-aged child who lives in an unorganized territory must seek open enrollment or a certificate of educational convenience (CEC) from the county school superintendent’s office. Unorganized territories are regions outside the boundaries of any local education agency (LEA) and where school district property taxes are not levied.
